About Us

Washington Services works with not for profit organisations, particularly in the education sector, helping them to:

  • more effectively govern and market their services and achieve enrolment targets,
  • enhance their fundraising and friend raising activities, (including among alumni),
  • conduct feasibility studies relative to new facilities.

Marketing support involves an analysis of the strengths and weaknesses of the client relative to its target audience, marketing and admissions audits, constituency surveys, market segmentation and computer database matching and mining techniques designed to identify additional parents or supporters of the institution.

Fundraising support is provided relative to Annual Giving, Major Gift Programs, Special Events and Bequest (Planned Giving) Programs.

Advice on friend raising techniques covers parent, alumni and other supporter bases with an emphasis on ways and means to convert these constituents into financial supporters of the institution.

The Director of Washington Services is Frank Opray who has ten years experience as Director of Development in major independent coeducational schools in Melbourne, Australia. This followed a period when he was Treasurer of the Council of Wesley College Melbourne, the then largest independent school in Australia with over 3,500 students.

Prior to coming to the Development field Frank conducted his own management consultancy concerned primarily with market research in the services and manufacturing sectors. He was educated at Wesley College and the University of Melbourne, (B.Comm).

In 1992 Frank was honoured with the award of “Fundraiser of the Year” at the joint conference of the Fundraising Institute of Australia, (FIA) and the Association of Development and Alumni Professionals in Education (ADAPE), now known as Educate Plus.
